Citizen Memorandum Builder

The Finance Bill 2026 Citizen Memorandum Builder helps Kenyan citizens compose and send memoranda to Parliament. It does not store any data on a server. Everything you enter stays in your browser until you click Send, at which point it is included in an email sent directly from your device.
When you send a memorandum, the email includes your name, email address, county, organisation (if provided), the clauses you selected, and any question you wrote to Parliament. This information is provided by you and forms the content of your memorandum.
Your memorandum is sent to the Clerk of the National Assembly at cna@parliament.go.ke. A copy is also sent to tracelabafrica@proton.me. This copy is used solely to keep a record of civic participation and track how many memoranda were submitted through this tool. Proton Mail is an end-to-end encrypted email service based in Switzerland.
Your data is not sold, shared with any third party, used for marketing, or used to build any profile about you. It is used for one purpose only: to record that a memorandum was submitted.
Once your memorandum is sent to Parliament at cna@parliament.go.ke, we have no visibility into how Parliament handles, stores, or processes it. Parliament operates under its own data handling procedures.
